Science is central

At the 2nd International eHealth Forum Morocco in Casablanca, Lemonmint’s CEO and Founder, Armin Scheuer, presented Germany’s pioneering Digital Maturity Model (DMM) for hospitals – a project rooted in academic leadership to drive digital health transformation. Placing science at the center ensures that digital maturity assessments are objective, credible, and closely aligned with the healthcare sector’s real-world needs.

Scheuer emphasised that “leading with science builds trust, enables informed decision-making, and sustained progress,” a model Morocco could adapt to support its own healthcare objectives.

Measure, manage, repeat.

Morocco’s “Digital 2025” strategy has established a strong foundation for digital health, with initiatives like telemedicine and electronic health records. However, developing and implementing a research-driven digital maturity framework similar to Germany’s would enable Morocco to evaluate the effectiveness of these efforts, refine strategies, and measure progress with greater transparency. Morocco could thus foster local expertise, strengthen digital autonomy, and elevate its standing in the global digital health arena – as demonstrated by Germany’s experience:

  • Building local expertise: With academic institutions leading the initiative, countries develop health data expertise domestically, creating a skilled, research-oriented workforce capable of independently advancing digital health.
  • Strengthening digital autonomy: A national, science-driven framework reduces reliance on external technologies and expertise, fostering resilience in digital health infrastructure.
  • Creating a data repository for ongoing research: Germany’s scientific model generates a comprehensive database of digital health metrics, providing a foundation for continuous research, improvement, and innovation.
  • Enhancing international standing: This approach also elevates a country’s global reputation in digital health, allowing it to better represent its specific interests on an international scale.

For Moroccan academic and healthcare leaders attending the Forum, Germany’s experience highlights that leading with science is essential for achieving impactful, sustainable digital transformation. In closing, Scheuer remarked, “Knowledge is global, yet healthcare is local,” urging participants to learn from Germany’s and other’s experience while daring to craft a unique Moroccan digital maturity model that serves the needs of the government, healthcare providers, population, and academic institutions.
